| Governance Public libraries are governed by the Public Libraries Act of Ontario. Under the terms of the act, "a public library board for a municipality whose population is less than 100,000 shall be composed of at least five and no more than nine members appointed by the municipal council." The main responsibility of the Board is to decide on the policies which determine the operation of the Library. This is done according to the provisions of the Public Libraries Act and under the financial constraints of the municipal budget and the provincial operating grant.
