BR+E Update 2008:

Staff at City Hall have been busy working on two key priorities following the BR+E process in 2006. Community Beautification projects have been launched in 2 key areas:

  • Highway 108 corridor and Horne Lake area improvements (both for esthetics and traffic flow, signage and wayfinding) 
  • Commercial and industrial area building improvements (i.e. drafting a Community Improvement Plan for commercial / industrial areas).


We Want to Hear From You!

Both processes noted above need support and feedback from the business community.

A public display of concepts and designs for the Highway 108 corridor will take place at the Algo Centre Mall on Wednesday, March 26th from 2 to 6 pm. The landscape architects hired to undertake the study will be in attendance to explain their design rationale and seek feedback before they continue to finalize their plans for presentation to Council later this spring.

The Community Improvement Plan will include financial assistance to the business community to upgrade commercial properties and determine City priorities for public open space improvements.

As part of this process, City staff and the planning consultant tasked with drafting the Community Improvement Plan need to hear some specific comments from building and business owners in the commercial and industrial areas.

Official Plan: The Official Plan is intended to create opportunities to facilitate the transition of our community and to guide land use decisions made by Council, the community and provincial Ministries over the next 20-year period.

2007 Retail Leakage Study - Tally and Cross Tabulation Report: includes responses from the 300 Elliot Lake residents that were randomly selected to participate in the telephone survey.

BR+E Tally Report: includes the responses provided by the 100 business owners to each survey question (over 130 pages long).

Summary Report: the Leadership Team's best efforts to summarize the data from the Tally Report into a more manageable format. The report includes a brief summary of some of the overall issues and trends observed in the data.

Planning Retreat Report: Summarizes the plans and priorities from the Task Force retreat and the Leadership team’s retreat. Lists the 5 key areas to focus on immediately and groups all the recommendations from the Task Force in categories.

PowerPoint Presentation: Presentations provided to the Task Force on April 30th and to City Council on May 14th, summarizing the retreat processes and providing a review and update of the data and process since last November.

Downtown Core and Industrial Area Improvements Report: In 1996 the City of Elliot Lake commissioned the Downtown Core and Industrial Area Improvements report by Bywater Mitchell Architects Incorporated.  Its purpose was to study and make recommendations to improve and unify the image of the building fabric which comprises the downtown core and industrial areas.

C.A.U.S.E. Report: The 1989 C.A.U.S.E. (Community Assist for an Urban Study Effort) report by the Ontario Association of Architects was prepared in anticipation of the mines closing.  Realizing that Elliot Lake was a community in transition, the report makes recommendations to assure the city's long-term survival.

BR+E and how it Works

BR+E is a community based, volunteer driven economic development tool to encourage the growth and stability of local business. It’s an ongoing cooperative effort between business, City Council and staff, economic development agencies, and other organizations and the community that focuses on identifying opportunities to assist the retention and expansion of existing businesses.

The project partners, along with some local businesses, recruit, train and carefully select volunteers who interview a large sample of business owners across all sectors in Elliot Lake. The province of Ontario, in a confidential, field-tested program, provides the survey itself and the tools to conduct the project. The survey results will help all the project partners and the community overall gauge what it’s like to do business in Elliot Lake and what we can all do to improve the chances for our local businesses to grow and prosper. During the survey we will identify the barriers to growth and work with businesses to remove them. We will also be able to identify opportunities for growth and determine how we can assist where possible.

BR+E Objectives

The BR+E short term goals are:

  • improve communications between the community, local businesses and municipal government and agencies
  • demonstrate community support for local business
  • solve immediate individual business concerns wherever possible

Long term BR+E goals include:

  • increase the competitiveness of local businesses
  • assist businesses to create and/or retain jobs
  • improve economic development planning and implementation by addressing the needs as determined by the local businesses and employers

BR+E Partners delivered the BR+E project as promised. We surveyed exactly 100 businesses in Elliot Lake across all industry sectors to get a pulse for what it’s like doing business in Elliot Lake. The BR+E Tally Report includes responses by the 100 business owners to each survey question.
